A recent report from the NSW Productivity Commission highlighted the alarming trend of Sydney losing young people at double the rate it gains them, a worrying indicator that could soon see the city with no grandchildren. As part of the new strategy, the NSW Housing Pattern Book features a selection of terrace, townhouse, and manor house designs that cater to families, young people, and downsizers. These designs, developed through an international competition, have been endorsed by the Government Architect and are priced at a fraction of the cost of traditional architectural designs. For the next six months, these designs will be available for just $1 per pattern, far below the usual $20,000 professional fees for custom designs.

This new pathway, available from 30 July 2025, enables builders to start construction just 10 days after submitting their application, subject to all necessary assessments. This accelerated process is a game-changer, removing months of waiting time that typically delay housing projects.

Premier Chris Minns expressed his commitment to tackling the housing affordability issue, stating, “For too long, too many people in NSW have been locked out of the housing market by rising costs and a system that made it too hard to build. We’re changing that. This Pattern Book is about giving people more choice, faster approvals, and affordable, high-quality homes.”
The initiative is supported by the state’s Low and Mid-Rise Housing reforms, which make these types of homes more widely permissible across NSW. This policy shift will allow for more flexible housing options around transport hubs and town centres, helping to reduce urban sprawl and create vibrant, well-connected communities.
Industry Backing for the Initiative
The launch of the pattern book has received strong endorsements from industry leaders. Government Architect NSW Abbie Galvin lauded the initiative, saying, “I am excited to be able to share these patterns that can be used by the development industry, architects, planners, councils, and communities. The pattern book offers practical and sustainable designs that can be adapted to suit many neighbourhoods, positively contributing to the character of a street.”
Even Bunnings, a major player in the construction sector, has voiced its support. Michael Howard, Chief Financial Officer at Bunnings, described the initiative as a welcome move for the struggling construction sector, adding, “This is a great step toward making sustainable, affordable homes more accessible. At a time when the construction sector is doing it tough, this initiative will provide much-needed support and boost housing options across NSW.”
