Unlocking global talent: How the Skilled Refugee Labour Agreement Pilot is helping Australian businesses fill critical workforce gaps

The Skilled Refugee Labour Agreement Pilot, developed in partnership with Talent Beyond Boundaries (TBB), provides businesses with a streamlined pathway to recruit skilled refugees and displaced people across key industries including health, education, IT, construction, hospitality and professional services.

For employers, the Pilot offers more than a recruitment channel. It removes long-standing barriers to hiring displaced talent and connects businesses with workers who bring deep expertise, resilience and international experience.

As Assistant Secretary for Skilled and Temporary Visas Policy, Karin Maier, explains: “The Pilot represents a great opportunity for Australian businesses to access skilled talent to fill workplace vacancies, while providing skilled refugees and their families the opportunity to resume their careers and rebuild their lives.”

A smarter, more flexible approach to skilled recruitment

The Pilot introduces flexibility across several visa settings to reduce hurdles commonly faced by displaced people, including:

  • English proficiency requirements

  • Age limits

  • Skills assessments and recognition

  • Work experience and income thresholds.

These concessions ensure that employers can focus on the most important factor – hiring someone with the skills and capability to do the job.

Through TBB’s world-first Talent Catalogue, employers gain access to more than 123,000 skilled refugees across 170+ occupations, each vetted and ready to contribute. TBB also works hands-on with employers, supporting recruitment, sponsorship, visa lodgement and settlement, making participation simple and well supported.

According to TBB Australia–NZ Co-Director, Jemma Bailey: “There is an enormous depth of talent and skills within refugee communities that could fill skills gaps faced by employers in Australia. This is an innovative program that is proving to be a ‘win-win’ for refugees and employers across a diverse range of industries in Australia.”
